Entities and records covered

The business register covers sole proprietors, companies and Estonian branches of foreign companies. The platform also provides commercial pledge information, changes and proceedings, and tax debt information. [11] [1]

Registry cards, annual reports and ownership

The registry card contains the legally effective entries. The official explanation distinguishes these from the informative part, which does not have the same legal effect. An annual report concerns its stated reporting period. [11] [15]

A shareholding and beneficial ownership are different concepts. Securities registered through Nasdaq CSD have a separate shareholder-list service. Its stated procedure serves issuers, representatives or authorised third parties. [11]

Access from abroad

Quick search needs neither a login nor a contract. The authentication service offers Smart-ID, ID-card, Mobile-ID and EU eID, plus a separate contractual-user option. [15] [4]

Since 10 July 2026, general anonymous access to beneficial ownership has been restricted. Eligible groups include competent authorities, obliged entities and people demonstrating legitimate interest. Eligible access remains free. The change also affects previously available open ownership files. [7] [6]

Certified documents and notarial charges

Under the current Notary Fees Act, certifying and issuing register data costs €3.20 net on paper or €4.80 net digitally. Certifying a document from the register file costs €6.35 net. With 24% VAT these components are approximately €3.97, €5.95 and €7.87. They are tariff items, not guaranteed all-inclusive prices. [12] [14]

The Act also provides €3.20 net for inspecting data or one document, €9.60 for a whole file and €0.19 net per produced A4 page. Specify the required scope with the notary before ordering. Written requests can be emailed; the Chamber requires a digitally signed request for digitally certified file documents delivered electronically. [12] [13]

Insolvency and larger datasets

Insolvency notices also appear in “Ametlikud Teadaanded”, the official notices portal. RIK offers an application programming interface for automated enquiries. An API-only contract is free. Normal limits are 50,000 responses per day, one concurrent query and 20 document requests per minute per IP address. Beneficial ownership remains subject to access rights. [11] [10] [6]

Official samples and reading guides

Avoid common mistakes

  • Start with the public quick search. Contractual services require separate access rights. [3] [5] [15]
  • An English interface does not automatically translate every filed report or articles of association. [11]

Frequently asked questions

Do I need an Estonian digital identity?

Not for quick search. For restricted ownership information, the official guide also provides an application route when Estonian or EU authentication is unavailable. Access depends on approval of legitimate interest. [15] [8]

Are all documents free?

Ordinary company filings are free. Public NGO file documents cost €2 each. Notarial certification is a separate paid service. [1] [2] [12]
