Choose the right register

Agenția Servicii Publice (ASP), Moldova’s Public Services Agency, supplies register information on legal entities and individual entrepreneurs. The free IDNO lookup helps identify a company. For its management and ownership interests, choose the paid register extract, called an “Extras” in Romanian. [1] [3]

Annual financial statements are held by Biroul Național de Statistică (BNS), the National Bureau of Statistics. Its Depozitarul public al situațiilor financiare is a separate public financial-reporting repository. [11] [14]

Choose the right register information

The extract identifies the company and legal form, IDNO, registration date, registered office and administrator. Here, administrator means the person recorded as managing the entity. It also covers registered capital, the names or company names of members, their ownership interests and the principal activity. ASP additionally lists beneficial-owner information as extract content; the access conditions below apply to that information. [1] [7]

Order register history when you need to trace changes. It runs from initial registration to the date of the request and presents the information chronologically. Residential-address details are excluded. To see the wording of the articles or an amendment, request a copy of the relevant file document. [8] [10]

Access from abroad and without a Moldovan account

The free IDNO form and the public financial repository open without an account. The IDNO lookup requires a CAPTCHA. Financial search and a report detail were accessed without sign-in. These public entry points are separate from ordering an extract with personal identification. [4] [12] [13]

The existing extract form allows a guest application but still requires the applicant’s IDNP when “Persoană fizică” is selected. If you do not have that identifier, clarify with ASP how to apply through an office and which identity document it accepts before ordering. A foreign passport is not offered as an IDNP substitute in the form’s first step. [5]

The newer RSUD service requires electronic sign-in through MPass. ASP’s guidance for the existing service distinguishes paper delivery for guests from electronic delivery in MCabinet for authenticated applicants. It lists MDelivery as a delivery route; this is not a promise of delivery to every overseas address. [1] [2] [6]

Members and beneficial owners

A registered member can itself be a company. A beneficial owner, called a “beneficiar efectiv”, is a natural person who ultimately owns or controls the entity. For commercial companies, ASP gives 25% plus one share or more than 25% of capital as an ownership test. Control through other means can also qualify. Exactly 25% without additional control therefore does not automatically make a person a beneficial owner. [1] [7]

ASP provides access to beneficial-owner information to natural and legal persons who demonstrate a legitimate interest. Data-protection requirements still apply. The free IDNO particulars are therefore not an open ownership database. The register holds more personal details than the general extract description alone identifies for disclosure. [3] [7]

“Nedeclarat” means that beneficial-owner information has not been declared. ASP also lists reporting exemptions for public authorities, state and municipal enterprises, and companies wholly or majority-owned by the state. Changes to beneficial-owner information generally must be reported within 30 days. [5] [7]

Which financial reports are available

The BNS repository’s current help says it holds statements from financial year 2020 onwards. Depending on entity size, the reporting package ranges from shortened to full financial statements. Medium-sized and large entities and public-interest entities must also file management and audit reports. [14] [15]

The filing period is 120 days after the financial year-end for public-interest entities and 150 days for other entities. According to the portal’s help, notes, management reports and audit reports are available as attached files only where the financial statements were filed electronically. [14]

Free public access and a file electronically authenticated by BNS are separate products. An authenticated version requires a paid subscription. Use “Verificare semnătură” to check the authenticity of such a signed file. [14]

Standard fees and additional services

The ASP prices in the document table are the tariffs stated on each product page for the standard service and the three expedited service times. The extract page’s fee exemption under footnote 26 concerns specified central or local public authorities; it is not a general free-access provision. [1] [2]

Access to more than 20 financial statements a day and signed BNS versions goes through the authenticated financial-repository account. Individual purchases and subscriptions are separate options. Select the exact product in the account before initiating payment; the free daily allowance does not entitle you to a signed version. [14] [17]

Official samples and reading guides

Official blank example: shortened financial statements

Romanian BNS form with empty identification fields, a shortened balance sheet and profit-and-loss statement. It illustrates a financial statement, not a company-register extract. The preprinted zeros are form defaults, not figures from a real company. [16]

Avoid common mistakes

  • Do not confuse company IDNO and personal IDNP. A free search result does not remove the extract application’s personal-identification requirement. [3] [5]
  • For SRL and SA companies, the newer RSUD extract route covers only the group registered or changed after 14 April 2026. Failure to obtain access through that route says nothing about an older company’s existence. [1]
  • Check the reporting-year filter. A search restricted to 2025–2026 will not display older financial statements. [12] [14]
  • Missing beneficial-owner information and missing financial attachments have different causes. Check “Nedeclarat”, reporting exemptions and the financial statement’s filing route. [5] [7] [14]

Frequently asked questions

Can I research a Moldovan company for free?

Yes. ASP’s IDNO lookup allows up to five free queries a day and supplies basic register particulars. The BNS repository separately allows up to 20 free financial statements a day. A detailed register extract is a separate paid product. [1] [3] [14]

Can I order an extract without a Moldovan electronic signature?

ASP describes guest applications with paper delivery. However, the current form still requires a personal IDNP. Without that identifier, the form is not readily usable; clarify the accepted application route and identity document with ASP before ordering. [2] [5]

Does the extract identify the ultimate owner?

It covers members and includes a beneficial-owner field. ASP requires a legitimate interest for access to beneficial-owner information. Corporate ownership chains and “Nedeclarat” require separate examination; neither alone settles who ultimately controls the entity. [1] [5] [7]

Why is an audit report missing from the financial repository?

Not every entity-size category must file an audit report. BNS also says that attachments are available as portal files only for electronically filed statements. Check the entity category and filing route. [14] [15]
