Search step by step
Identify the company and obtain its current certificate
Use free basic information
Select the free RECOM service in your portal account. Official search criteria are company name, trade register number, CUI and county of the registered office. Match the identifier and legal form. Basic information includes the office, status, EUID and legal representatives with joint or individual authority. [5]
Prepare InfoCert
Create a payment profile under “Profilul meu”. Choose “Furnizare informații RC - InfoCert-Recom”, then “Eliberare Certificat Constatator Online”. Applicants can act in their own name or as a representative. [4]
Choose the company and purpose
Select “Certificat constatator pe firmă” and search by CUI. Add the company with the plus button. Choose the actual purpose; “Altele” opens a free-text field for another purpose. [4]
Pay and download
The guide proceeds through billing details, the calculation and “Plătește” to payment. Afterwards choose “Vezi detaliile cererii” and download under “Opis”, “Acțiuni”. ONRC issues electronically signed documents automatically; InfoCert does not require the applicant’s own electronic signature. [4] [1]
Obtain history or an underlying filing
Specify the request
Use Form 7: section 4.2 for company history, 4.4 for certified copies or 4.5 for plain copies. Select a period or “since incorporation” for history. For copies, name the specific instrument or request the complete file. [9]
Check delivery and timing
Company history may be requested at onrc@onrc.ro or by post. ONRC gives up to 30 days from registration of the request, depending on complexity. Its copies page lists postal and counter requests. A general document request normally requires an identity-document copy unless it carries a qualified electronic signature. [2] [5]
Documents and fees
| Document / information | Contents and purpose | Fee | How to get it |
|---|---|---|---|
| Certificat constatator [1] | Current register position, management, members, activities and five available financial indicators. | RON 30 | InfoCert or a general request; postal supplement RON 9.78.
|
| Raport istoric [2] | Chronological register entries plus the current position. | RON 250 per company | Form 7, section 4.2; up to 30 days. Postal supplement RON 9.78. |
| Copii / copii certificate [2] [9] | Plain or certified true copies of filings. | RON 1.50/page; certified RON 10 plus RON 1.50/page | Form 7, sections 4.5 or 4.4; specify the document. |
| Situația la zi / raport istoric RBR [7] [6] | Current beneficial ownership or historical RBR information. | RON 20 current; RON 100 historical | Interest assessment and approval required before access. |
What the current certificate contains
The Certificat constatator includes the company name, identifiers, legal form, duration and status. It also lists capital, administrators, members or shareholders, main and secondary activities, and authorised activities. Branch representatives and supervisory bodies appear where relevant. [1]
ONRC also specifies five indicators from available annual financial statements. These indicators are not a complete set of accounts. The company history adds the chronological sequence of register entries and the current position. [1] [2]
Access from abroad
For company information, sign in with a username and password or through ROeID. Use “Creează un cont” to create an account. The first form asks for your first name, surname, email address and login details, but not a Romanian personal identification number. [10]
General information requests are open to interested persons, and Form 7 includes an applicant-country field. InfoCert expressly does not require your own electronic signature. Research requirements differ from authority to incorporate or represent a Romanian company. [9] [5] [1]
Accounts and statutory publications
The Ministry of Finance provides “Informații fiscale și bilanțuri”. Search by CUI or by name and county. Its page describes tax and financial database information, including balance-sheet information for the last six years. Check the financial year and distinguish the data view from a certified copy of a filed document. [8]
The registry archive can contain annual accounts and related reports. Use the copy request for a specific complete filing. BERC publishes statutory notices, including notices concerning financial statements and voluntary dissolutions; proof of publication is a different output from a current certificate. [5] [9]
Request beneficial ownership separately
Following Law 86/2025, ordinary applicants must demonstrate legitimate interest. First request RBR access in the portal. Upload evidence of interest alongside the identity document and any power of attorney. ONRC examines the supporting documents before approval. [6]
After approval, the portal generates the payment calculation. The information becomes visible in the account once payment is made. The tariff is RON 20 for current beneficial ownership of a legal person and RON 100 for a historical RBR report. [6] [7]
Fees and output
Amounts shown are the officially published RON tariffs. RON 30 buys the certificate, not the entire company file. Current ONRC pages add RON 9.78 for postal delivery of a certificate or company history. [3] [1] [2]
Official samples and reading guides
Official request Form 7
Blank form with separate choices for current certificates, history and copies. [9]
Avoid common mistakes
- For the period 1990–1998, Form 7 directs applicants to archived document copies. The legal requirement to maintain a computerised register dates from 1998. [9]
- A registered shareholder’s name does not automatically identify the ultimate natural-person beneficial owner. RBR access has its own conditions. [1] [6]
- Check which CAEN activity-code revision is used. ONRC identifies 25 September 2026 as the Rev.3 transition date and explains the transition period. [6]
Frequently asked questions
Do I need a Romanian electronic signature for InfoCert?
No. ONRC expressly states that the applicant does not need an electronic signature for this service. The issued document carries the authority’s electronic signature. Other electronic registry requests can have separate signature requirements. [1] [5]
