Choose the right register
The MOC handles business registration. Distinguish researching another company, requesting a copy of its filed records and managing your own company in the administration portal. Access to a company account does not give general authority to manage other companies’ files. [1] [4] [6]
Article 268 of the Law on Commercial Enterprises gives a person who has paid the prescribed fee access to documents filed with the MOC during normal business hours. The registrar must provide copies or certified copies of documents covered by that provision. Reports of court-ordered investigations are excluded. [6]
For copies and certificates, use the MOC document-request procedure. The newer registration portal uses CamDigiKey for sign-in. [2] [3]

Search step by step
Request another company’s records from the MOC
Identify the company and document
Copy the full company name and registration number from an available incorporation certificate or other company records. Specify the required document, for example its articles of incorporation, a particular amendment or the annual declaration for a stated year. [6] [8]
Contact the registration office
Open the MOC contact page. Address your request to the Business Registration function and refer to Article 268 of the Law on Commercial Enterprises. The central contact address is cabinet.info@moc.gov.kh. Ask for the submission procedure for your document request. [1] [6]
Specify whether certification is required
State whether you need an ordinary or certified copy. Item 29 of the published tariff dated 12 May 2021 lists KHR 80,000 for copies of commercial-register documents and three working days. Item 32 has a separate rate for special certificates. Ask the office to identify the applicable item and delivery method before placing the order. [6] [9]
Check the version and effective date
Check which date the record represents. The incorporation certificate establishes the start of legal personality; subsequent ownership or constitutional changes belong in separate records. Request the amendment relevant to your research date. [6] [8]
Download your own digital certificates again
Use the linked company account
Open the OBR entry point and sign in with CamDigiKey. The new MOC login explains the app, QR-code and six-digit-PIN steps. [3] [4]
Check the company-account link
If an authorised representative registered the company through their account, OBR guidance describes applying to transfer the company information to your own CamDigiKey account. [4]
Download the digital certificate
OBR guidance allows owners to download and print their digital certificates again after loss or damage. For an additional original paper certificate, the guidance directs applicants to the responsible ministry. [4]
Read annual and financial reports of a listed company
Open the CSX report page
On the English exchange site, select “Company Information”, then “Annual / Financial Reports” under “Stock”. The direct link starts with PWSA. A separate “Corporate Bond” menu serves bond issuers. [11]
Select the company
Choose its trading symbol on the left or use the company selector above the list. A filter and a “Search” field appear alongside it. Check the company, report title and reporting year. [11]
Open the report and attachment
Open the report title. The detail page lists its PDF under “Attachment Files”. The PWSA annual report for 2025 had a publicly accessible detail page and download control without sign-in or payment. [12]

Companies and records handled by the MOC
Registration procedures cover sole proprietorships and partnerships as well as private and public limited companies. Foreign businesses may operate through a representative office, branch or subsidiary. Establish which of these entities is registered in Cambodia. [7] [8]
Under Article 93, the articles of incorporation identify the company, its Cambodian registered office and its objects. Further required provisions cover authorised capital, share classes and any transfer restrictions. The document also identifies shareholders and the number or permitted number of directors. Directors are members of the company’s governing body. [6]
An incorporation certificate and a current annual declaration answer different questions. Legal personality starts on the date in the certificate. Annual declarations and amendments matter when establishing a subsequent position. [6] [8]
Access from abroad and company accounts
Article 268 grants inspection and copies to any person who pays the prescribed fee. It contains no Cambodian-nationality restriction for this document route. That provision establishes the entitlement; agree delivery, payment and any local representation needed for a particular request with the registrar. [6] [1]
Foreign natural persons may also apply for CamDigiKey. Article 8 of the CamDigiKey sub-decree requires a foreign passport and valid identity information. This includes a facial image and liveness check, passport number, Latin-script name, birth information, telephone number, nationality and current address. The operator reviews the application. [5]
Personal identity verification and access to a particular company are separate steps. OBR guidance specifically addresses transferring company information between accounts. For another company, use the public document entitlement instead of treating your personal account as authority over its file. [4] [6]
Shareholders, nominees and beneficial owners
The articles and the company’s own securities register identify legal shareholders. A beneficial owner is the natural person who ultimately owns or controls the business. A registered shareholder may therefore be only the first link in an ownership chain. [6] [7]
Article 147 bis permits nominee shareholding, where a person holds shares for someone else. The nominee agreement must be registered with the MOC. Where there is evidence of this arrangement, seek the agreement and identify the person behind it; do not infer that identity solely from the registered shareholder’s name. [7]
Records held at the company have a separate access rule. Article 110 as amended in 2022 includes shareholders and creditors and their legal representatives among those entitled to inspect. For a Public Limited Company, other persons may inspect the covered company records for a reasonable fee. This is access to specified corporate records, not unrestricted public beneficial-owner searching. [6] [7]
Annual declarations and financial reports
Under Prakas No. 117, annual declarations by private companies and foreign branches or representative offices include registration and location information. Article 21 additionally requires Public Limited Companies to provide a financial report and shareholder list. “Annual Declaration” therefore does not indicate the same document set for every company form. [8]
Article 22 sets the annual filing window in the three months before the registration anniversary, followed by a 15-day grace period. The MOC announcement of 25 February 2026 also allows companies without an annual-filing default to continue filing from January to March alongside the patent-tax procedure. Take this into account when interpreting the latest filing year. [8] [10] [14]
Three consecutive years without annual declarations can lead to an inactive designation under Article 23. That status concerns missed filings. Obtain the relevant company records to establish dissolution or continuing legal personality. [8] [6]
The Accounting and Auditing Regulator (ACAR) operates separate financial-statement submission services. For publicly available reports of listed companies, use the CSX. Its company selector and report detail pages are accessible separately from the MOC company account. [13] [11] [12]
Older files and certified evidence
Article 269 limits the MOC’s obligation to produce documents received more than ten years earlier. Certificates with attached articles and dissolution plans are excepted. Specify the date in your request when seeking older amendments. [6]
Article 268 distinguishes an ordinary copy from a reproduction of electronic records certified by the registrar. Explicitly request certification when an official certified record is required. A screenshot you produce yourself is a different document type. [6]

Avoid common mistakes
- The MOC maintenance notice is not a negative company-search result. It also provides no match information for a company name or registration number. [2]
- The KHR 25,000 company-name check in tariff item 31 is a different administrative service. Do not treat it as the price for researching an existing company. [9]
- Linking a company to an account is a separate administrative procedure. [4]
- The CSX report page uses trading symbols. Match the symbol to the company you are researching; a similarly named subsidiary is not automatically the same reporting entity. [11]
Frequently asked questions
Can I currently search for a company name for free?
Contact the MOC for registry records. The free CSX report list is a separate research source for listed companies. [2] [6] [11]
Must I be a Cambodian citizen?
Article 268 does not restrict inspection and copies to Cambodian nationals. Foreigners may apply for CamDigiKey for digital services, subject to passport and identity verification. Access to a company account also requires the appropriate company-account link. [5] [6] [4]
Do the articles identify the current beneficial owner?
They contain shareholder information for that version of the document. The law also permits registered nominee arrangements. Check amendments and any nominee agreement before concluding that a registered shareholder is the ultimate controlling person. [6] [7]
Can I obtain every company’s accounts for free?
The public CSX route concerns listed-company reports. For MOC records, the company form and actual filing matter: Prakas No. 117 expressly requires Public Limited Companies to file financial reports and shareholder lists. A filed registration document may be requested through the paid copy route. [8] [11] [6]
