Choose the right register
The Registro Público de Comercio (RPC) publishes legally significant commercial-register entries. Local registry offices use the Sistema Integral de Gestión Registral (SIGER). Version 2.0 brings their entries together in a national database. The company’s registered location still determines the responsible office and applicable fees. [1]
A Folio Mercantil Electrónico (FME) is the electronic registry file for a company or registered individual trader. It contains the entries for that entity. The separate PSM portal publishes notices, including financial documents and disclosures about shareholders or beneficial owners. [1] [5] [7]
Official entry point for user accounts and commercial-register enquiries.
Public search for company notices, financial documents and published control information.
Public search for annual and interim disclosures by securities issuers.

Search step by step
Find commercial-register entries in SIGER
Collect the legal name, location and FME
Use the legal company name, the FME number if available and the state where the company is registered. The registered location determines the responsible local office. The national search can also help when you do not yet know the FME. [1] [3]
Open the user-access page
Open the official RPC portal and choose “Ingresa”. Start a new account through “Registrar nuevo usuario”. The current form asks for names, nationality, CURP, email and a password. It also includes a security check and terms and privacy notices. PSM provides a separate account-free route if you do not have the required personal identifier. [4] [1] [5]
Select the public search
After signing in, the officially documented route is “Consultas y Estadísticas”, then “Consulta pública”. Search by FME or “Denominación o razón social”. The ministry’s guidance also lists registry office and shareholder name as search criteria. Choose “Buscar”. [1] [3]
Select the correct file and applicable fee route
Match the result using its name, FME and registry jurisdiction. If the system requests proof of payment, follow the relevant state’s requirements. Select the FME and “Revisar” to read its entries. Request a certificate expressly covering the entries or scope you need. [1] [2]
Search notices and beneficial-owner publications for free
Open the public PSM search
Choose “Consultar publicaciones” on the PSM home page, followed by “Búsqueda avanzada”. You need neither an account nor e.firma. “Realiza publicaciones” is the separate filing route for authorised persons. [5] [6] [7]
Set the date range deliberately
The normal overview displays publications from the last 30 days. Set your required period in the advanced search. Other fields are “Palabra clave” for a keyword, “Número de publicación” for a known publication number and “Tipo de publicación” for the document category. [6] [7]
Choose the relevant category
For financial statements, select “Estados financieros, notas y dictamen de los comisarios”. The beneficial-owner category is “Identificación de la persona o grupo de personas consideradas como Beneficiario Controlador.”. For ownership structure, choose the notice mentioning “estructura accionaria vigente” and the relevant legal provision. Several similarly named categories concern different filing obligations. [7] [5]
Open and identify the publication record
Check the company name, publication type, number and date in the result list. “Ver” in the “Texto de la publicación” column opens the PDF record without signing in. Record the publication date separately from the date to which the reported information relates. [7] [6]
Find annual information filed by securities issuers
Open the CNBV issuer search
Open STIV Consultas Externas and select “Consulta de información de emisoras”. The form has an “Emisora” field and filters for period and information type. The public search does not require an account. [10]
Select annual information and a period
Under “Tipo de Información”, choose “Información Anual”. Set “Periodo” to an appropriate option such as “Año en curso”, or adjust “Desde” and “Hasta” using DD/MM/YYYY. The initial view shows the current day only. A report for the previous financial year may have been filed in the current year. [10]
Distinguish document types and resubmissions
Results show the date, issuer and subject. Annual information includes financial statements, auditor-related notices and other yearly documents, so identify the actual report you need. “Reenvío” or “Retransmisión” indicates a resubmission. [10]
Documents and fees
| Document / information | Contents and purpose | Fee | How to get it |
|---|---|---|---|
| FME: electronic registry-file inspection [1] [2] | Registered acts and their sequence, including incorporation, amendments, officers and powers of attorney. | Any required retrieval charge follows the relevant state’s rules; there is no single national tariff. | SIGER account, public search, select the FME and “Revisar”; supply local payment evidence where required. |
| Certificación: official registry certificate [2] [1] | A literal reproduction of registry entries or certification of expressly selected contents. | Charges depend on the certification service and responsible registry office. | Apply at the registry office or through SIGER. Specify the FME and required scope. |
| Copy of an underlying original instrument [1] [2] | The full instrument only if it is actually held by the office. Standardised FME entries do not replace that document. | The responsible office’s fee for the available instrument and selected certification service. | Ask the relevant registry office about the specific legal act and instrument date. |
| PSM: Boleta de publicación [5] [6] [7] | Publication record with the notice text, type, number, time and electronic confirmation of publication. | Free. | PSM, “Consultar publicaciones”, search filters and “Ver” or “Texto de la publicación”. No account or e.firma required. |
| PSM: financial or Beneficiario Controlador publication [5] [7] | Financial or control information actually published by the company, relating to the stated reporting date. | Free search and retrieval. | Use advanced PSM search with the relevant date range and publication category. |
| CNBV: annual issuer information [10] | Annual filings including financial reports and separate auditor-related documents. Check the document type and reporting year. | Free | STIV Consultas Externas, select an issuer, “Información Anual” and a period, then open the appropriate subject. |
What the commercial register contains
Commercial companies must register events including incorporation, transformation, merger, division, dissolution and liquidation. Other registrable events include changes of name, registered location or corporate purpose, appointments of officers and grants of powers of attorney. Individual traders generally register voluntarily, but a registrable act brings them into the register. [1]
The FME records successive registered acts. An incorporation entry is therefore insufficient to establish present authority to represent the company. Read subsequent entries concerning officers and powers of attorney as well. Public registry information concerns registered legal acts, not every aspect of actual business activity. [1] [2]
Distinguish entries, certificates and original instruments
A “forma precodificada” records the essential details of the registered act. According to the official FAQ, the RPC is not required to retain every instrument underlying a registration. Retrieving the FME therefore does not automatically produce the full notarised incorporation instrument or all contractual attachments. [1]
Certificates may reproduce entries literally or cover specified parts. Article 24 of the registry regulation also covers electronic instrument files actually held by the office. If you need a particular underlying instrument, ask specifically whether it is available. Certification of an entry and a complete copy of the original instrument are different forms of evidence. [2]
Accounts and access from abroad
The registry regulation makes registered commercial acts public and permits any person to consult them and request certificates. Technical access through SIGER nevertheless uses an identified user account. [2] [1]
The registration form offers “Extranjera” for foreign nationality. CURP remains marked as required after this selection. CURP is Mexico’s personal identification code. If you do not have one, ask the registry about the appropriate access route. A local service provider can assist with obtaining documents in person. [4] [11] [2]
PSM allows anyone to read and download published notices without signing in. You do not need a Mexican identifier or e.firma for this route. The CNBV public issuer search is also available without an account. [6] [7] [10]
Free publications and regional registry charges
The official PSM FAQ states that searching, publishing and correcting notices is free. For researchers, this includes searching published notices and obtaining their publication records. This does not make the separate SIGER commercial register universally free. [5]
The SIGER guide provides for prior payment evidence where required under the relevant state’s rules. The company’s registered location determines the responsible office. Distinguish viewing the FME, certification of specified entries and copying an underlying instrument if available. The requested registry service and local tariff determine the amount. [1] [2]
Shareholders and beneficial owners
PSM offers notices about current ownership structure and a separate “Beneficiario Controlador” category. Search both categories for the company. Open the published PDF records and check the date to which the information relates. The portal contains submitted notices. [7]
Article 33 Ter of the anti-money-laundering law requires commercial companies to register beneficial-owner information in the electronic system under the relevant implementing provisions. For research, establish what has actually been published for the company concerned. [9] [7]
Separately, Article 32-B Ter of the Federal Tax Code requires companies to maintain beneficial-owner information within their accounting records and provide it to the tax authority on request. That tax-information file is not equivalent to a complete publicly accessible PSM publication. [8]
The PSM FAQ places responsibility for a publication’s content on the person submitting it. The official publication record documents the publication. [5] [6]
Financial statements and issuer disclosures
In PSM, search for “Estados financieros, notas y dictamen de los comisarios”. This category covers financial statements, notes and reports by corporate supervisory officers. Separate categories concern particular company forms, liquidation accounts and foreign companies. Each category returns only the documents actually published within it. [6] [7]
For securities issuers, annual and interim CNBV filings provide additional information. The portal expressly warns that submission does not certify solvency or the accuracy of the documents. Its issuer search is a specialist source for that population, not an accounts archive covering all Mexican companies. [10]
Official samples and reading guides
PSM: official guide to publication records
Pages 4 to 6 explain public searching and the contents of a Boleta. The illustrated manual is a reading aid, not a current report on a particular company. [6]
Avoid common mistakes
- CURP belongs to the person researching; FME belongs to the company’s registry file. Do not enter these identifiers in each other’s fields. [11] [4] [1]
- Free PSM searching is separate from account-based SIGER registry access. The same ministry can operate services with different access and charging rules. [5] [1]
- The normal PSM overview covers only the last 30 days. Widen the date range before interpreting an empty result list. [6]
- Founding shareholders, later ownership disclosures, holders of powers of attorney and beneficial owners are different roles. Compare each source’s contents and reporting date. [1] [7] [8]
- A PSM correction does not delete the original publication, according to the official manual. When several records appear, check the later version as well. [6]
Frequently asked questions
Can I research without a Mexican electronic signature?
Yes. PSM expressly permits public searches and downloads of publication records without e.firma or an account. SIGER has a separate user account. Its current registration form displays a marked CURP field even when foreign nationality is selected. [5] [4]
Does the commercial register automatically provide the full company deed?
No. The registry file records entries through standardised forms. The official FAQ states that the RPC has no general duty to retain all underlying instruments. Request a specific instrument separately and establish whether the office holds it. [1] [2]
Can beneficial owners be found publicly in Mexico?
Yes. PSM has a public “Beneficiario Controlador” notice category. You can search these notices and read their PDFs without an account. A company’s separate tax-information file is not a general public registry product. [7] [8]
Why can I not find a financial statement that I know exists?
Check the date range, publication category and legal company name first. PSM starts with the last 30 days; the initial CNBV view shows the current day. A report may have been filed later or resubmitted. CNBV filings concern securities issuers, not every company. [6] [10]
What information should I provide for a precise registry request?
Give the legal company name, registered location, any known FME and the exact evidence needed. Distinguish file inspection, certification of particular entries and a copy of a specific underlying instrument. The responsible office and selected service determine the fee route. [1] [2]
